Organizational Context
The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development and adequate housing for all. Its Regional Office for Latin America and the Caribbean (ROLAC) in Rio de Janeiro focuses on activities within Brazil, supporting governments and local authorities in implementing urban policies. This role supports a project strengthening the State Policy for Monitoring and Evaluation of Public Policies in Alagoas.
Job Purpose
This role serves as a Public Policy Evaluation Consultant, focusing on the "Primeiro Emprego" Internship Programme in Alagoas, Brazil. The consultant will conduct a comprehensive evaluation of the programme, assessing its relevance, effectiveness, efficiency, sustainability, and coherence based on OECD-DAC criteria. The purpose is to generate findings, conclusions, lessons learned, and actionable recommendations to improve the programme's impact on youth productive inclusion, unemployment reduction, and transition into the labour market. The consultant will collaborate with UN-Habitat and state government teams, ensuring an independent and professional assessment to inform future policy and programme development.
Responsibilities
The Public Policy Evaluation Consultant will develop an Inception Report detailing the evaluation methodology, theory of change, timeline, and criteria. Responsibilities include mapping the internship programme's implementation, collecting and analyzing data through questionnaires, semi-structured interviews, and focus groups with various stakeholders. The consultant will conduct the evaluation based on OECD-DAC criteria, participate in technical meetings, and present findings. Key duties involve systematizing outputs into a final synthesis document, ensuring data anonymity, and delivering all documentation in an organized manner for UN-Habitat and the Government of Alagoas. The consultant will also collaborate with UN-Habitat operational and technical teams.
Work Experience
A minimum of eight years of professional experience in evaluation within Brazil is required. Experience in project management within the public sector is also necessary. Knowledge of international, national, and subnational good practices in Youth and Adult Education is desirable, as is previous experience within the UN system.
Skills
Strong capacity to conduct the full evaluation process using mixed-methods. Ability to collect and analyze documents and data. Excellent written and spoken Portuguese. Good command of Microsoft Windows and Office. Familiarity with UNEG Norms and Standards for Evaluation. Demonstrated ability to conduct interviews and focus groups is desirable. Knowledge of gender-responsive evaluation and human rights-based frameworks is desirable.
