Consultant on Policy Network on Cybersecurity and Digital Inclusion

Organizational Context

The Internet Governance Forum (IGF), established by the UN Secretary-General, serves as a multi-stakeholder platform for policy dialogue on Internet governance. Based in Geneva, the IGF Secretariat supports intersessional workstreams, including Policy Networks, to produce tangible outputs that inform global policy discussions and enhance the IGF's impact. This role contributes to the IGF's mandate of fostering a sustainable, secure, and developed Internet.

Job Purpose

This consultancy role supports the Internet Governance Forum (IGF) Secretariat by facilitating and documenting the work of the Policy Network on Cybersecurity (PNC) and the Policy Network on Digital Inclusion (PNDI). The consultant will manage discussions, synthesize community input, and draft substantive outputs that inform policy debates and decision-making processes. This position is crucial for enhancing the IGF's intersessional work, fostering year-round multistakeholder cooperation, and contributing to the implementation of UN digital cooperation priorities and the Global Digital Compact, ultimately strengthening the IGF as a permanent UN forum.

Responsibilities

Facilitate and document the work of the Policy Network on Cybersecurity (PNC) and Policy Network on Digital Inclusion (PNDI), including managing mailing lists and conducting meetings. Develop implementation strategies and work plans in coordination with facilitators and working groups. Monitor and synthesize discussions, drafting substantive output reports and publishable summaries. Support the organization of PN sessions at the annual IGF meeting, including preparing background materials and briefing press/experts. Contribute to capacity development activities by integrating PN inputs into workshops. Ensure outputs align with UN digital cooperation priorities and the Global Digital Compact, and adapt to evolving digital policy landscapes.

Work Experience

A minimum of 5 years of professional experience is required, including analytical work in ICT, Internet governance, digital public policymaking, development management, participatory governance, and capacity building. Significant experience in drafting high-level reports, meeting summaries, and synthesizing complex information is essential. Demonstrated high-level knowledge in cybersecurity, digital inclusion, gender policy, or participatory policy development is also required.
