Job Purpose
This consultancy's purpose is to conduct an independent Final Evaluation of Phases I and II of the project 'Accelerating the Implementation of the Paris Agreement by Building the Climate Resilience of the Urban Poor'. The evaluation will assess the project's performance, results, effectiveness, sustainability, and impact outlook against its objectives. It aims to provide accountability to donors and stakeholders, generate actionable learning to inform future programming and Phase III of the project, and assess the coherence and added value of knowledge exchange initiatives. The role contributes to strengthening institutional learning within UN-Habitat and guiding future climate adaptation and urban resilience initiatives.
Responsibilities
The consultant will be responsible for the independent design, implementation, and reporting of the Final Evaluation for Phases I and II of the project. This includes conducting a comprehensive desk review of project documentation, developing an evaluation matrix aligned with OECD-DAC criteria, and preparing an Inception Report. Key duties involve data collection through interviews and consultations, assessing capacity-building and knowledge exchange components, and applying triangulation methods for analysis. The consultant will prepare a comprehensive draft Evaluation Report, present findings to stakeholders, and deliver a final consolidated report with evidence-based conclusions and actionable recommendations, while ensuring independence and objectivity.
Work Experience
A minimum of five years of progressively responsible experience in evaluation is required. Demonstrated experience conducting independent evaluations of development programs, preferably in multi-country or multi-stakeholder contexts, is necessary. Proven experience applying participatory and gender-responsive evaluation approaches is also required.
Skills
Professionalism, Communication (clear and effective speaking/writing, active listening, tailoring language), Teamwork (collaboration, valuing input, learning from others, supporting group decisions), strong analytical and research skills related to climate change, environmental sustainability, urban resilience, or sustainable urban development are desirable. Experience with international development organizations is highly desirable.
