Job Purpose
This consultancy aims to provide subregional evidence and analysis to inform the independent Final Evaluation of Phases I and II of the project 'Accelerating the Implementation of the Paris Agreement by Building the Climate Resilience of the Urban Poor'. The role will focus on Colombia and Bolivia, assessing implementation progress, results, stakeholder engagement, institutional uptake, and ownership. It will identify enabling factors and constraints affecting project effectiveness and sustainability, generating context-specific findings and recommendations. The ultimate goal is to support evidence-based conclusions for the Final Evaluation and inform future climate resilience programming, contributing to the overall analytical depth and learning on urban climate resilience interventions.
Responsibilities
Conduct a subregional assessment for Colombia and Bolivia, contributing to the Final Evaluation of Phases I and II of the climate resilience project. Review project documentation and align the evaluation approach with the lead evaluator's framework. Prepare a data collection plan and map stakeholders. Conduct interviews and consultations with key stakeholders in Spanish and English, gathering evidence on implementation, participation, capacity-building, and results. Analyze country-specific enabling factors, constraints, and contextual dynamics, applying triangulation for robust findings. Prepare a Subregional Evaluation Report with clear findings, conclusions, and recommendations. Coordinate with the lead evaluator to ensure integration of findings into the overall Final Evaluation and incorporate feedback from UN-Habitat while maintaining independence and analytical rigor.
Work Experience
A minimum of five years of progressively responsible experience in evaluation is required. Demonstrated experience conducting independent evaluations of development programs, preferably in multi-country or multi-stakeholder contexts, is necessary. Proven experience applying participatory and gender-responsive evaluation approaches is required. Experience with local/sub-national governments in Latin America and with international development organizations is highly desirable.
