Organizational Context
This position is within the Human Resources Management Section (HRMS) of the Office of the High Commissioner for Human Rights (OHCHR) in Geneva. The HRMS is part of the Programme Support and Management Services. The Human Resources Officer reports to the Head of Operations Unit within HRMS, contributing to the effective functioning of the OHCHR.
Job Purpose
The Human Resources Officer provides essential advice and support to managers and staff on a wide range of human resources matters, ensuring compliance with policies, regulations, and rules. This role involves managing recruitment processes, administering entitlements, and supporting staff development and career progression. The officer will also contribute to policy review and the design of HR programs, including induction and performance management. Additionally, the position entails counseling staff on rights and responsibilities, conducting salary surveys, and assisting with job classification analysis. The overall purpose is to facilitate efficient and effective HR service delivery within the OHCHR, supporting the organization's mandate.
Responsibilities
Provide comprehensive advice and support to managers and staff on human resources matters, including policy interpretation and application. Manage recruitment processes, including preparing job offers and supervising administrative transactions related to personnel actions, staffing tables, and contracts. Administer staff entitlements, including salary, benefits, travel, and social security, and advise on exceptions. Develop and implement staff development and career support programs, including induction and performance management. Conduct salary surveys and job classification analysis, providing guidance to management. Counsel staff on rights, responsibilities, and work-related issues. Prepare reports, lead HR projects, and stay updated on HR developments. Assist in developing policy papers and briefing notes on HR-related topics.
Work Experience
A minimum of five years of progressively responsible experience in human resources management or administration is required. This includes at least two years of experience providing HR services in complex or conflict-affected environments. Experience with ERP systems, supervising teams, conducting research, and serving as an HR business partner is also required or desirable.
