Organizational Context
This position is within the Resources Management Section of the Energy, Housing and Land Management Division at the United Nations Economic Commission for Europe (UNECE) in Geneva, Switzerland. The role reports to the Chief of Section and the Director of the Division. The position is temporary for an initial period of five months.
Job Purpose
The purpose of this role is to oversee and drive the development and implementation of the United Nations Framework Classification for Resources (UNFC), with a specific focus on minerals, critical raw materials, and anthropogenic resources within the UNECE region and globally. This involves producing technical policy analyses through stakeholder engagement, organizing technical meetings, developing documentation, planning and managing work programs, and establishing performance indicators. The incumbent will also support the implementation of the United Nations Resource Management System (UNRMS), provide technical expertise to relevant working groups, and assist in organizing key events like the UNECE Resource Management Week. The role requires representing the Division in international forums and fostering collaborations to promote sustainable resource management.
Responsibilities
Oversee the development and implementation of the UNFC, particularly for minerals, critical raw materials, and anthropogenic resources in the UNECE region. Produce global, regional, national, and sectoral technical policy analyses through stakeholder liaison. Facilitate the global operationalization of UNFC by collaborating with diverse stakeholders including Member States, UN agencies, industry, and academia. Organize technical meetings, seminars, workshops, and conferences to foster collaboration and knowledge exchange. Develop comprehensive technical and policy documentation, publications, and case studies. Plan and manage the annual UNFC work program, including setting milestones and managing daily tasks, assignments, and evaluations. Develop KPIs to measure outcomes and evaluate program effectiveness. Provide technical support for the development and implementation of UNRMS, including organizing events and developing tools and documentation. Offer technical expertise to the UN Working Group on Transforming the Extractive Industries for Sustainable Development. Assist in organizing the UNECE Resource Management Week and identifying extrabudgetary resources. Build capacity for UNFC in International Centres of Excellence. Represent the Division at international meetings, coordinate with UN system organizations, and provide technical guidance on sustainable resource management. Develop and maintain stakeholder relations and supervise relevant studies.
Work Experience
A minimum of seven years of progressive experience in energy and mineral resource management is required. This includes at least three years of experience with UNFC and five years of experience working on critical raw materials. Experience with economies in transition or developing countries, national/local administrations, and data analytics is desirable.
