Evaluation Specialist
Organizational Context
The United Nations Economic Commission for Africa (ECA) is seeking an Evaluation Specialist to conduct a terminal evaluation of the project “Capacity Building for Gender Statistics and Monitoring Systems.” This role is remote and expected to last for 5 months. The evaluation will assess the project's performance against its objectives and contribute to organizational learning and future intervention design.
Job Purpose
The purpose of this role is to conduct an objective and systematic terminal evaluation of the "Capacity Building for Gender Statistics and Monitoring Systems" project. The Evaluation Specialist will assess the project's performance, effectiveness, and contribution to intended results, including the improvement of gender statistics and evidence-based policymaking in African countries. The evaluation will examine the project's sustainability, uptake, and provide actionable lessons and recommendations for future interventions. This assessment is crucial for accountability, organizational learning, and informing the design of similar projects, ensuring alignment with global and regional commitments like the 2030 Agenda and Agenda 2063.
Responsibilities
The Evaluation Specialist will be responsible for designing, planning, and implementing the terminal evaluation of the project. This includes leading data collection, consulting with stakeholders, and analyzing key findings to assess project performance. The role involves drafting a comprehensive evaluation report in accordance with ECA's specifications and timeline, and presenting the findings of the draft report. The specialist will also be available for briefings and discussions related to the evaluation. Key tasks include examining the project's effectiveness, contribution to intended results, and assessing post-project uptake and sustainability, while identifying lessons learned, best practices, and constraints to inform future project design and implementation.
Work Experience
A minimum of 10 years of experience evaluating international development interventions is required. This includes proven experience in designing and leading theory-based evaluations, and expertise in strategic planning approaches, M&E methods (quantitative, qualitative, participatory), information analysis, and report writing. Experience in gender mainstreaming within an African context and evaluating UN programmes is advantageous.
