Organizational Context
The United Nations Environment Programme (UNEP) is supporting the Government of Somalia in developing a National Cooling Action Plan (NCAP). This initiative aims to address the growing demand for cooling driven by climate change, urbanization, and population growth. The role will contribute to establishing a strategic framework for sustainable and equitable cooling access across key sectors.
Job Purpose
The purpose of this role is to provide expert support for the development of Somalia's National Cooling Action Plan (NCAP). This involves conducting comprehensive data collection, performing evidence-based policy analysis, and providing technical recommendations. The consultant will map the current cooling landscape, assess future needs, and identify data gaps to ensure the NCAP is grounded in robust, context-specific data. The role contributes to aligning cooling strategies with national development priorities and international climate commitments, fostering collaboration between public and private stakeholders, and ultimately promoting sustainable and equitable access to cooling solutions across Somalia.
Responsibilities
The consultant will lead targeted data collection and analysis to inform Somalia's National Cooling Action Plan (NCAP). This includes mapping the cooling landscape, assessing energy consumption, identifying technologies and refrigerants in use, and understanding socio-economic drivers of cooling demand. Responsibilities involve designing and implementing surveys and interviews with key stakeholders, collecting sector-specific data for energy and emission baselines, and projecting future cooling needs. The consultant will identify and propose strategies to address data gaps, compile data into accessible databases, and prepare a comprehensive technical report. Engagement with national and subnational stakeholders for validation and transparency is crucial. Additionally, the role supports UNEP in assessing the cooling context, developing the NCAP framework, evaluating policies, engaging stakeholders, and building institutional capacity.
Work Experience
A minimum of eight years of professional experience in fields related to climate change, sustainable cooling, or energy efficiency is required, with a strong emphasis on data collection and analysis. Experience engaging government officials and industry actors is essential. Knowledge of Somalia's national policies on climate change and/or cooling is mandatory. Experience in multi-stakeholder engagement and sustainable cooling in buildings and cities is desirable.
