Job Purpose
This role supports the Budget Officer in managing and monitoring field budget operations. The Assistant Budget Officer advises on budget-related matters, drafts reports, and ensures the accuracy of budget estimates and expenditure. The position involves training staff, verifying fund availability, and overseeing project end dates. Additionally, the incumbent will manage budget information systems, prepare analytical reports, and communicate budget regulations to program leads. The role also includes acting as Officer-in-Charge of the Budget Section in the supervisor's absence, contributing to the effective financial management of UNRWA's field operations.
Responsibilities
The Assistant Budget Officer advises the supervisor on field budget matters, assisting in planning, managing, and monitoring daily operations. Responsibilities include drafting correspondence, preparing reports, and coordinating corrective actions. The role involves reviewing and verifying the accuracy of Programme Budget and External Grants estimates, drafting adjustments, and guiding/training supervised staff. The incumbent confirms fund availability, raises necessary transactions for budget allocation, and oversees project end dates to ensure timely conclusion of related transactions. Training for Field Program/Department Administrative Officers on budget tools and FMIS is also required, along with validating annual/biennium budgeting inputs. Monthly/quarterly reviews of budget and expenditure, follow-up on significant variances, and reconciliation of obligation reports are key duties. The role provides guidance on project budget issues, manages information systems, and prepares analytical and statistical reports. Communication with budget leads on budget rules and regulations is essential.
Work Experience
Four years of experience in a finance, budgeting, or accounting office within a governmental, international, or commercial organization, with a focus on computerized environments, is required. Experience in the West Bank or Jerusalem is desirable.
