Consultant for the Design and Delivery of a Capacity Building Session on Innovative Finance and Partnership Development for the UN Innovative Finance and Partnership Group (UNIFPG)
Organizational Context
The UN Secretariat, specifically the Resident Coordinator System in Rwanda, is seeking to advance new development partnerships with private sector actors, investors, and philanthropic partners. This initiative aims to diversify and modernize resource mobilization strategies to address the SDG financing gap, supporting Rwanda's National Strategy for Transformation and Integrated National Financing Framework.
Job Purpose
The purpose of this consultancy is to design, deliver, and document a comprehensive capacity-building session on innovative finance and partnership development for the UN Innovative Finance and Partnership Group (UNIFPG). This role contributes to enhancing the UN Country Team's ability to mobilize diverse and modern financing solutions. The consultant will manage the entire cycle of the session, from initial planning and content creation to facilitation and post-session reporting, ensuring effective knowledge transfer and strategic alignment with UNIFPG mandates.
Responsibilities
The consultant is responsible for the end-to-end management of a capacity-building session focused on innovative finance and partnership development. This includes planning the session's structure and content, developing relevant materials, and facilitating the session for multi-agency or multi-stakeholder audiences, potentially in hybrid formats. Key duties involve translating complex financial concepts into accessible learning for non-specialist audiences and documenting the session's outcomes through comprehensive reporting. The consultant will work under the guidance of the Resident Coordinator's Office and in close coordination with the UNIFPG Chair and Co-Chair, liaising with UN counterparts and ensuring logistics are supported.
Work Experience
A minimum of seven years of professional experience in development finance or a related field is required. Proven expertise in innovative financing instruments (e.g., blended finance, impact investing) and experience designing/facilitating training programs for diverse audiences are essential. Familiarity with the UN development system at the country level is also required.
Skills
Expertise in innovative financing instruments (blended finance, results-based financing, thematic bonds, impact investing, DFI engagement). Strong understanding of the UN development system. Experience designing and facilitating applied training programs. Excellent analytical, communication, and synthesis skills. Ability to translate complex financial concepts for non-specialist audiences. Familiarity with Rwanda's development finance ecosystem or East African investment landscape is desirable.
