Job Purpose

This involves conducting an evidence-based clinical review, aligning guidance with WHO standards and international family medicine practices, and ensuring technical accuracy and feasibility. A key aspect is developing a robust Training of Trainers (ToT) package, including curriculum and materials, and delivering these ToT sessions across UNRWA's fields of operation. The role also includes providing cascade support to trainers and monitoring the implementation of the updated guidance, identifying barriers, and recommending improvements to enhance clinical uptake and training quality. The ultimate goal is to strengthen primary health care delivery within UNRWA.
Responsibilities
The consultant will conduct a thorough clinical review of the existing STG-TI, focusing on outpatient management, common diseases, child health, and STI treatment, identifying gaps and risks. They will benchmark current practices against WHO guidance and international family medicine standards. The role involves drafting and revising clinical content for priority conditions and integrating patient-centered, family-centered, and life-course approaches. Coordination with UNRWA focal points for technical consultations and feedback incorporation is essential. A significant responsibility is designing a comprehensive Training of Trainers (ToT) curriculum and associated materials. The consultant will deliver standardized ToT sessions across UNRWA's fields of operation and provide online support during cascade training. Finally, they will develop and implement a monitoring framework to track field-level implementation progress, document barriers, and provide recommendations for improvement.
Work Experience
A minimum of eight years of progressively responsible professional experience in family medicine, clinical practice, primary health care, clinical guideline development, or health systems advisory work is required. Experience in developing and delivering training programs, particularly for healthcare professionals, is highly desirable.
Skills
Excellent analytical, technical writing, editing, facilitation, and presentation skills. Fluency in spoken and written English is required. Working knowledge of Arabic is an asset. Proficiency in clinical guideline development and training methodologies is essential.
