Organizational Context
The International Civil Aviation Organization's (ICAO) Air Transport Bureau (ATB) focuses on the economic development of air transport. The Economic Regulatory Framework (ERF) Section within ATB is responsible for establishing policies and guidance on economic regulation, infrastructure management, and aviation economics. This role reports to the Director of ATB and leads the ERF Section.
Job Purpose
The Chief of the Economic Regulatory Framework Section leads and manages work programs focused on establishing a coherent and harmonized global regulatory framework for international air transport. This involves developing policies and guidance on economic regulation, infrastructure management, and aviation economics, including taxation and user charges. The role also facilitates access to funding for aviation infrastructure and financing of air transport operations. A key aspect is enhancing transparency in international air transport and reducing costs for States. The incumbent manages the Section's staff and work programs, ensuring alignment with ICAO's strategic objectives and providing expert support to governance bodies.
Responsibilities
Leads and manages work programs on air transport regulation, aiming for a harmonized global framework. This includes initiating changes to international agreements and policy, supervising the development of taxation policies, and monitoring regulatory trends. Manages work programs on infrastructure economics and management, facilitating funding for aviation infrastructure and financing operations. Oversees the development and dissemination of policies on airport and air navigation services charges. Leads efforts to enhance transparency in civil aviation through data dissemination and exchange of policies. Manages assistance activities for States to implement ICAO policies and facilitates air services negotiations. Supervises and manages the Economic Regulatory Framework Section, ensuring alignment with strategic objectives, effective resource management, and staff performance.
Work Experience
A minimum of ten years of progressively responsible experience in economic regulation of air transport or commercial aspects of air transport business is required. Experience in developing and implementing economic regulation, infrastructure financing, and understanding the air transport system components is essential. Experience in international activities and desirable experience in negotiating air services agreements are also noted.
