Organizational Context
The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development and adequate housing for all. The Regional Office for Latin America and the Caribbean (ROLAC) in Rio de Janeiro manages activities in Brazil. This role supports the "Inclusive and Sustainable Rio" project, aimed at strengthening urban resilience in Rio de Janeiro State through SDG implementation and disaster risk reduction.
Job Purpose
The Local Manager is responsible for mobilizing and raising public awareness regarding urban and climate resilience, focusing on non-structural actions to reduce disaster risks within the "Inclusive and Sustainable Rio" project. This role involves close collaboration with UN-Habitat's operational and technical teams, supporting project implementation, and ensuring alignment with community needs and sustainable urban development agendas. The position contributes to transforming cities into safer, more inclusive, and resilient places, fostering a culture of sustainability and engaging local youth in disaster prevention and mitigation efforts.
Responsibilities
The Local Manager will lead, guide, and support field teams, providing technical and operational assistance. This includes acting as a focal point between the project and the community to build trust and collaboration, and promoting awareness of preventive actions and the role of different groups in risky situations. Responsibilities also encompass planning field activities, establishing execution strategies, assessing and improving field operations, and managing conflicts. The role involves adapting strategies to local contexts, identifying training needs, supporting community training, developing resilience-strengthening activities, and producing regular work and field activity reports. The manager will also ensure proper knowledge management and data handling according to UN-Habitat standards.
Work Experience
A minimum of two years of experience in community mobilization related to urban development or disaster risk management in Brazil is required. Experience in leading or coordinating teams in field operations is desirable.
Skills
Professionalism, planning and organization, communication (written and verbal), teamwork, leadership, conflict management, consensus facilitation, ability to work in multicultural environments, knowledge of UN-Habitat processes and procedures, database management, and fluency in Portuguese.
