Organizational Context
The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development and adequate housing for all. Its Regional Office for Latin America and the Caribbean (ROLAC) is based in Rio de Janeiro, Brazil. UN-Habitat supports governments and partners in implementing urban development agendas, focusing on resilience, inclusivity, and sustainability, particularly through projects with state governments.
Job Purpose
This role supports the implementation of the "Inclusive and Sustainable Rio" project, which aims to strengthen urban resilience in Rio de Janeiro State by localizing the Sustainable Development Goals and the New Urban Agenda. The Technical Manager will co-lead project activities in the Mountain Region, working collaboratively with UN-Habitat teams and local partners. The purpose is to ensure effective project execution, contribute to urban prosperity, and foster a culture of sustainability, disaster prevention, and youth engagement within the state, aligning with global urban development frameworks.
Responsibilities
The Technical Manager will technically coordinate urban and climate resilience awareness activities, ensuring alignment with programme documents and agreements. Responsibilities include preparing and reviewing deliverables, gathering inputs for workplans and progress reports, and ensuring smooth project implementation with support from programme staff. The role involves establishing planning and monitoring systems with partners, anticipating and mitigating project risks, and facilitating the exchange of best practices. Additionally, the manager will provide technical support for localizing international agreements, maintain relationships with local partners, identify capacity-building needs, and monitor activity implementation and fund expenditure. This includes coordinating trainings, workshops, and knowledge products, and representing the project at relevant meetings.
Work Experience
A minimum of three years of experience is required in project coordination, team leadership, technical advisory, or community mobilization related to urban development or disaster risk management in Brazil. Experience with public policies, public administration, sustainability, social and urban development, stakeholder coordination, climate change, and disaster risk reduction is also required or desirable. Previous experience within the UN System is a plus.
Skills
Proficiency in Windows, Microsoft Office Suite (Outlook, Teams), and web search engines is required. Familiarity with technological tools, software, and online platforms is desirable. Knowledge of project management methodologies is also desirable. Strong communication, teamwork, professionalism, and organizational skills are essential.
