Organizational Context
The United Nations Support Office in Haiti (UNSOH) provides support to the Gang Suppression Force, the UN Integrated Office in Haiti, the Haitian National Police, and the Haitian Armed Forces, as well as technical assistance to the Organization of American States. The Chief of Section, Supply is based in Port-au-Prince and reports to the Chief, Service Delivery.
Job Purpose
The Chief of Section, Supply is responsible for the overall management of technical and logistical support to all UNSOH mission components. This involves planning, coordinating, and delivering supply services, including managing staff and budgetary resources. The role focuses on leading diverse work groups to achieve program objectives, specifically managing Life Support Services, budget and human resources for transport, and overseeing Fuel, Rations, and General Services Standard Operating Procedures. The incumbent also coordinates with key UNSOH clients to ensure comprehensive supply support plans are developed and executed effectively, contributing to the mission's operational success.
Responsibilities
The Chief of Section, Supply manages and supervises the General Supply, Rations, and Fuel Units, as well as warehouse operations. Responsibilities include formulating and overseeing supply support requirements, coordinating with UN Mission, UNHQ, and UN Agencies to develop supply plans, and managing the section's input into the acquisition process. This involves budget formulation, acquisition planning, developing scopes of work, and participating in technical evaluations. The role includes developing and recommending Results Based Budgeting submissions, monitoring high-value expenditures, approving requisitions, and initiating reviews of supply policies and procedures to ensure best practices. Additionally, the incumbent liaises with contract management sections, develops business and work plans, and is responsible for developing, training, and monitoring personnel performance within the section.
Work Experience
A minimum of ten years of progressive experience in planning, managing, and supporting international commercial, military, or field operations is required. Essential experience includes managing logistics supply operations in an international military context, handling major projects and procurement, and managing global service contracts. Experience in planning, deploying, or sustaining field operations is also required, with change management experience being desirable.
