Organizational Context
The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development and adequate housing for all. The Regional Office for Latin America and the Caribbean (ROLAC) is based in Rio de Janeiro, Brazil. This role supports a project aimed at strengthening urban resilience in Rio de Janeiro State, focusing on SDG localization and disaster risk reduction.
Job Purpose
This role serves to co-lead the implementation of the "Inclusive and Sustainable Rio" project in the Mountain Region. The Technical Manager will coordinate urban and climate resilience awareness activities, manage project deliverables, and ensure alignment with UN-Habitat's objectives and global agendas like the 2030 Agenda and the New Urban Agenda. The purpose is to contribute to the State's urban prosperity and resilience by engaging local administrations, fostering a culture of sustainability, and implementing disaster prevention measures, with a particular focus on youth engagement.
Responsibilities
The Technical Manager will technically coordinate urban and climate resilience awareness activities, ensuring alignment with programme documents and agreements. Responsibilities include preparing and reviewing project deliverables, gathering inputs for workplans and progress reports, and monitoring programme implementation. The role involves establishing planning and monitoring systems, anticipating and mitigating project risks, and facilitating the exchange of best practices. The manager will provide technical support for localizing international agreements, maintain relationships with local partners, and identify capacity-building needs. Additionally, the role requires monitoring activity implementation and fund expenditure, documenting product implementation, and contributing to knowledge products. Coordination of trainings, workshops, and events, along with attending partner meetings, is also key.
Work Experience
A minimum of three years of experience is required in project coordination, team leadership, technical advisory, or community mobilization related to urban development or disaster risk management in Brazil. Experience with public policies, public administration, sustainability, social and urban development, public spaces, and stakeholder coordination is also required. Experience with climate change and disaster risk reduction is desirable, as is prior experience within the UN System.
Skills
Proficiency in Windows, Microsoft Office Suite (Outlook, Teams), and web search engines is required. Familiarity with technological tools and online platforms is desirable. Knowledge of project management methodologies is desirable. Competencies include professionalism, planning and organization, communication, and teamwork. Fluency in Portuguese is required, with working knowledge of English and Spanish being desirable.
