Organizational Context

The Office of the High Commissioner for Human Rights (OHCHR) is seeking a consultant to develop an Economic, Social and Cultural Rights (ESCR) monitoring tool. This role operates within the ESCR Section of the Development, Economic, Social and Cultural Rights Branch, under the Thematic and Special Procedures Division. The consultant will work in coordination with the Human Rights Commission of Malaysia (SUHAKAM).

Job Purpose

The purpose of this consultancy is to develop a comprehensive ESCR monitoring tool focused on the rights to health and work, including social security, within Malaysia. The tool must align with international human rights standards and be tailored to the Malaysian context. The consultant will provide technical expertise to SUHAKAM throughout the development, validation, finalization, and implementation planning of this tool. This involves designing the conceptual and methodological framework, developing indicators, and preparing all necessary deliverables, including organizing and conducting a validation workshop. The role requires close collaboration with SUHAKAM and OHCHR to ensure adherence to the workplan and timelines, contributing to the assessment of Malaysia's progress in respecting, protecting, and fulfilling its ESCR obligations.

Responsibilities

The consultant will design and develop a comprehensive ESCR monitoring tool for Malaysia, focusing on the rights to health and work (including social security). This involves creating a conceptual and methodological framework, developing structural, process, and outcome indicators aligned with international standards and OHCHR's Global Human Rights Indicator Framework (GHRIF). The consultant will identify benchmarks, data sources, and integrate human rights principles like equality and non-discrimination. Responsibilities include preparing and presenting a draft framework for validation, organizing a validation workshop, and revising the tool based on feedback. Additionally, the consultant will provide practical guidance on the tool's implementation, data collection, analysis, reporting, and stakeholder engagement, performing other related functions as required.

Work Experience

A minimum of five years of progressively responsible experience in economic, social and cultural rights research and analysis in Malaysia is required. Experience in human rights monitoring or measurement, including the use of indicators, benchmarks, and analysis of socioeconomic and budgetary data, is essential. Experience working with UN entities, national human rights institutions, or relevant ministries on human rights, health, labour, or social protection issues is desirable.

Skills

Human rights research and analysis, ESCR monitoring, indicator development, data analysis, stakeholder engagement, project management, report writing, knowledge of international human rights standards (including treaties, SDGs, WHO, ILO), familiarity with OHCHR methodologies and GHRIF, experience with validation workshops, and practical guidance on tool implementation.
