Organizational Context
The United Nations Support Office in Haiti (UNSOH) provides support to various Haitian entities and international organizations, including the Gang Suppression Force, BINUH, Haitian National Police, and OAS. This temporary role is within the Safety and Security Section in Port-au-Prince, contributing to the UN Security Management System by conducting investigations.
Job Purpose
The Security Investigator's primary purpose is to conduct and coordinate investigations into security incidents, allegations of misconduct, and other fact-finding inquiries within UNSOH. This role supports the Chief Security Officer by establishing facts, preserving evidence, and ensuring accountability to safeguard UN personnel, assets, and operations. The investigator will analyze evidence, conduct interviews, liaise with national authorities and stakeholders, and provide recommendations to enhance security procedures and operational effectiveness. The position also involves maintaining investigative records, ensuring confidentiality, and performing administrative and operational duties as required, contributing to the overall safety and security mandate of the mission.
Responsibilities
The Security Investigator will support the Chief Security Officer in managing and coordinating investigative activities. Key duties include conducting investigations into security incidents and misconduct allegations, preparing detailed reports with recommendations, and collecting, preserving, and analyzing evidence according to established standards. The role involves conducting interviews and maintaining effective liaison with host-country authorities, law enforcement, UN entities, and other stakeholders. The investigator will provide timely briefings on findings, identify vulnerabilities, and recommend security enhancements. Additionally, responsibilities include contributing to training on investigative procedures, maintaining accurate and confidential investigative records, and performing administrative, operational, and Duty Officer functions as needed.
Work Experience
A minimum of ten years of progressive experience in security management, operations, and investigations within UN or similar environments is required. This can be reduced to five years with a university degree. Five years of international experience in coordinating security operations and investigations, including at least two years in conflict/post-conflict settings, is also required. Experience in complex case management and liaison with authorities is desirable.
