Organizational Context
The United Nations Support Office in Haiti (UNSOH) provides support to various Haitian security forces and international bodies, including the Gang Suppression Force, BINUH, Haitian National Police, and the Organization of American States. The Security Coordination Officer is part of the UN Security Management Team, contributing to security plans for personnel, assets, and operations. This role is based in Port-au-Prince within the Safety and Security Section at the Security Information and Operations Center (SIOC).
Job Purpose
The Security Coordination Officer is responsible for developing, implementing, and monitoring security and contingency plans to ensure the safety and security of UN personnel, assets, and operations in Haiti. This involves maintaining communication with security entities, assessing local security conditions, advising staff on potential threats, and evaluating evacuation routes and resources. The role also includes managing office security, residential security measures, and coordinating with authorities during natural disasters. Additionally, the officer ensures the functionality of emergency communication systems, investigates security incidents, and may manage guard forces or protection details. The position also involves conducting security training and supporting security analysis.
Responsibilities
Develop, implement, and update security and contingency plans for the mission area. Maintain communication with security focal points and agencies to ensure coordination. Assess local security conditions, identify trends, and advise UN staff on potential threats. Evaluate and maintain readiness of evacuation routes and resources. Ensure availability and functionality of fire detection and fighting equipment, and conduct fire drills. Conduct physical security inspections, manage identity cards, and control access. Advise on and update residential security measures. Liaise with authorities and international organizations during natural disasters. Ensure emergency communication systems are operational. Investigate security-related incidents involving UN personnel. Manage guard forces and support protection details when required. Conduct security training for staff on security management and personal security awareness. Support the Security Analyst as needed.
Work Experience
A minimum of five years of progressively responsible experience in military, police, or security management is required (seven years with a first-level degree). Experience in UN operations planning, information management, and data analytics for security assessments is essential. Experience managing security units in a UN field operation or similar international organization is also required. At least two years of international-level exposure is necessary.
