The United Nations Office on Drugs and Crime (UNODC) is a global leader in the fight against corruption, serving as a guardian of the UN Convention Against Corruption (UNCAC). Within UNODC, the Corruption and Financial Crimes Branch (CFB) manages UNCAC-related functions. The CFB has established a Regional Hub for Latin America and the Caribbean to enhance anti-corruption services. This consultancy supports the Judicial Branch of El Salvador.
Job Purpose
This consultancy aims to support the Judicial Branch of El Salvador in developing and implementing a new Institutional Strategy for the Prevention of Corruption. The strategy will be based on an updated diagnosis of risks, institutional capacities, and the current regulatory framework. The objective is to strengthen institutional integrity, establish a preventive approach centered on risk management, and integrate various institutional instruments related to integrity. The role involves working closely with the Supreme Court of Justice of El Salvador to consolidate progress, incorporate international best practices, and promote transparent, results-oriented judicial management. The consultancy is expected to run from August 15 to December 15, 2026, and will be home-based.
Responsibilities
The consultant will develop a comprehensive work plan and methodology, defining technical approaches, execution phases, and coordination mechanisms. This includes conducting an institutional diagnosis to identify gaps, map processes and actors, and establish a baseline for the strategy. A corruption risk management model will be designed, outlining methodologies, risk matrices, and implementation guidelines. The consultant will lead the participatory preparation and validation of the Institutional Anti-Corruption Strategy, including defining strategic axes, action lines, and proposals for regulatory improvement. This will involve at least three consultative workshops. Finally, the consultant will establish an Anti-Corruption Program, detailing governance, activities, responsible parties, indicators, implementation mechanisms, communication, training, reporting channels, and monitoring/improvement methodologies.
Work Experience
A minimum of ten years of professional experience in designing, implementing, monitoring, or analyzing public policies for corruption prevention and combating within the judicial branch is required. Demonstrated experience in research and preparing technical, analytical, or legal documents on anti-corruption in the justice sector, particularly in Central America and El Salvador, is necessary. Experience in developing institutional strategies, risk management models, or anti-corruption regulatory frameworks for the justice sector is also required.
Skills
Excellent written and verbal communication skills. Experience in coordinating with high-level officials and facilitating institutional articulation for decision-making. Knowledge of UNODC's anti-corruption mandate and international/regional conventions (e.g., UNCAC, CICC). Experience in research, technical document preparation, and analysis of regulatory frameworks and institutional architecture in the justice sector.
