Organizational Context
The United Nations Office on Drugs and Crime (UNODC) Maritime Crime Programme (GMCP) supports criminal justice systems in the Red Sea region, focusing on maritime crime. The programme expands its efforts to build the capacity of Maritime Law Enforcement (MLE) authorities through technical assistance and regional coordination, having supported multiple countries.
Job Purpose
This role serves to plan, coordinate, and conduct Maritime Law Enforcement (MLE) training across countries within the UNODC GMCP Gulf of Aden and Red Sea operational area. The expert will develop training materials for various courses, including Qualification Training Courses (QTC) and Visit, Board, Search and Seize (VBSS), and facilitate Intelligence Analyst courses and National Information Sharing Tabletop Exercises. The objective is to provide technical assistance to enhance the capacity of MLE units, ensuring they are operationally effective in maritime security, and in detecting and investigating marine crimes. The role also involves reporting and contributing to programme visibility.
Responsibilities
Coordinate with regional countries and agencies to identify assistance needs for Maritime Law Enforcement (MLE). Develop comprehensive training materials for MLE courses, including QTC, VBSS, Intelligence Analysis, and Information Sharing Tabletop Exercises. Provide direct MLE technical assistance aligned with implementation plans. Prepare detailed end-of-activity and mission reports. Contribute content for GMCP updates and support the coordination of UNODC activities. Continuously assess training needs and review operational logistics for beneficiary countries. Ensure all monitoring and evaluation requirements are met, including collecting participant feedback and data. Document capacity-building activities with photos and written descriptions for programme visibility. Manage and upload training-related documentation to shared platforms.
Work Experience
A minimum of 7 years of experience as a police officer, defense force member, or maritime security organization, with specific maritime law enforcement experience, is required. Experience in providing riverine and small craft training, policing in post-conflict environments, training delivery, and international environments is desirable. Basic IT skills are also desirable.
