Organizational Context
The United Nations Support Office in Haiti (UNSOH) provides support to key Haitian entities and international partners, including the Gang Suppression Force, BINUH, Haitian National Police, and the Organization of American States. This temporary Programme Management Officer position is based in Port-au-Prince and reports to the Chief Operations and Resources Manager, playing a crucial role in UNSOH's operational mandate.
Job Purpose
The Programme Management Officer will lead the planning, coordination, and implementation of transitioning administrative services to a common platform or shared service center. This involves developing comprehensive transition strategies, roadmaps, and governance frameworks to ensure operational continuity and achieve organizational objectives within set timelines. The role requires leveraging ERP systems and business intelligence tools for process analysis, resource planning, and readiness assessments. A key aspect is identifying opportunities for standardization, automation, and optimization of workflows to enhance efficiency and client service delivery. The incumbent will monitor implementation progress using KPIs, manage risks, and ensure effective stakeholder engagement throughout the transition process, contributing to the UN's administrative reform initiatives.
Responsibilities
Lead the scoping, planning, coordination, and implementation of administrative service transitions to common platforms or shared service centers, ensuring operational continuity. Develop detailed transition strategies, roadmaps, governance, risk management plans, and benefits realization plans aligned with UN reform initiatives. Coordinate cross-functional teams and engage with stakeholders at Headquarters, regional centers, and client entities for effective planning, decision-making, and change management. Utilize ERP systems and business intelligence tools for process mapping, workload analysis, resource planning, and readiness assessments to support data-driven decisions. Analyze business processes to identify opportunities for standardization, automation, and optimization, improving efficiency and internal controls. Monitor implementation progress through KPIs and performance metrics, managing risks and issues to meet milestones. Develop and oversee transition governance documentation, SOPs, communication strategies, and stakeholder engagement plans. Conduct strategic analysis to identify value gaps and required resources. Prepare analytical reports and presentations on service delivery issues, synthesizing findings into actionable recommendations. Manage client relationships and generate survey initiatives to assess and improve service delivery.
Work Experience
A minimum of seven years of progressively responsible experience in project or programme management, administration, or a related area is required. This includes three years of experience in programme management or analysis within an international environment. Experience managing multiple projects, results-based budgeting, change management, business process improvement, and ERP/business intelligence systems is also required. Experience in programme evaluation/audit or liaising with intergovernmental bodies is desirable.
