The United Nations Office of Counter-Terrorism (UNOCT), established in June 2017, provides leadership on counter-terrorism mandates, enhances system-wide coordination, strengthens capacity-building for Member States, improves visibility and resource mobilization, and ensures counter-terrorism is prioritized. This Senior Programme Management Officer role is situated within the UN Counter-Terrorism Centre (UNCCT) of UNOCT, reporting to the Deputy Director.
Job Purpose
The Senior Programme Management Officer will lead the development, implementation, and evaluation of programmes and projects focused on preventing violent extremism (PCVE) or supporting victims of terrorism. This involves directing subordinates in programme management, monitoring, and assessment, as well as reviewing relevant documents and identifying corrective actions. The role requires coordinating policy development, conducting research and evaluations, and managing outreach and resource mobilization activities. Additionally, the officer will oversee budget and funding coordination, serve as a spokesperson, establish partnerships, and ensure effective staff supervision, development, and performance management, while also integrating gender mainstreaming principles into all aspects of work.
Responsibilities
Lead the development, implementation, and evaluation of programmes and projects related to preventing violent extremism (PCVE) or supporting victims of terrorism. Direct subordinates in programme/project development, implementation, monitoring, and assessment. Review documents, identify priorities, problems, and propose corrective actions. Ensure gender mainstreaming guidelines are implemented across all planned actions. Direct research and programme evaluations, presenting findings from diverse sources. Coordinate policy development for PCVE and victim support, reviewing assessments and trends. Undertake survey initiatives, guide data collection instrument design, and analyze responses. Supervise the preparation of various written outputs, including reports and publications. Direct substantive support for meetings and conferences, including agenda setting and document preparation. Manage outreach and resource mobilization, design and conduct training, and deliver presentations. Lead field missions, providing guidance and drafting mission summaries. Coordinate budget and funding activities, ensuring preparation of relevant reports. Act as a spokesperson and establish partnerships. Ensure effective staff utilization, supervision, development, and performance management.
Work Experience
A minimum of ten years of progressive experience in project or programme management is required. Four years of experience delivering programming on the prevention of violent extremism in a multilateral or international organization is also required. Experience in national government work on PCVE and experience with interagency coordination in international organizations are desirable.
