The United Nations Human Settlements Programme (UN-Habitat) in Moscow is implementing a project to support the City of Moscow in developing its first Voluntary Local Review (VLR) on Sustainable Development Goals (SDGs). This role, under the Head of Office, will provide GIS expertise to integrate geospatial data and visualizations into the VLR, enhancing spatial monitoring and decision-making.
Job Purpose
The purpose of this consultancy is to develop an action-oriented Voluntary Local Report (VLR) for Moscow, assessing its progress towards the Sustainable Development Goals (SDGs). The GIS Consultant will be the principal technical expert responsible for the quality, design, and production of geospatial visualizations for the VLR. This involves analyzing geospatial data, creating thematic maps, and integrating spatial evidence into the report's narrative and recommendations. The role aims to enhance the spatial dimension of SDG monitoring, support evidence-based decision-making, and strengthen local stakeholders' capacity to use spatial information for planning and future reporting, ultimately contributing to the efficient and high-quality delivery of the VLR.
Responsibilities
The GIS Consultant will develop an integrated portfolio of GIS-based geospatial visualizations and analyses for the Moscow VLR, enhancing SDG monitoring. Responsibilities include compiling, cleaning, and organizing geospatial datasets, establishing a geodatabase aligned with SDG indicators, and conducting spatial data analysis. The consultant will design and produce high-quality thematic maps and geospatial figures for the VLR, ensuring cartographic quality and integration with the report's narrative. This involves preparing draft maps for review, refining them based on feedback, and producing final, publication-ready cartographic products in both English and Russian. Additionally, the role includes preparing tailored GIS visualizations for international dissemination events and supporting the overall VLR delivery by providing essential GIS analysis and technical components.
Work Experience
A minimum of two years of relevant professional experience in GIS analysis, spatial data management, and cartographic production is required, preferably in urban planning, SDG monitoring, or sustainability reporting. Demonstrated experience producing GIS-based maps and analyses for policy documents and proficiency with leading GIS tools (e.g., ArcGIS, QGIS) are essential. Experience with quantitative research methods and statistical knowledge is also required.
