Organizational Context
This position is within the Common Administrative Platform (One Executive Office) of the UN Secretariat's Department of Operational Support in New York. As part of the UN80 reform, One EO consolidates administrative functions into unified service platforms, providing comprehensive HR, financial, travel, and administrative support to New York-based Secretariat entities. The role is situated within Client Desk 4.
Job Purpose
The Senior Finance and Budget Officer is responsible for managing and overseeing budget preparation and administration for client entities within the Common Administrative Platform. This includes planning, coordinating, and finalizing budget submissions, cost estimates, and financial implications, ensuring compliance with mandates and policies. The role involves monitoring expenditures, administering extra-budgetary resources, and preparing budget performance reports. Additionally, the officer provides guidance and training on budgetary and financial procedures, acts as a Certifying Officer, and ensures the integrity of financial systems. The position contributes to the efficient financial management of client entities and supports intergovernmental bodies in budget reviews.
Responsibilities
Key responsibilities include: Budget Preparation: Planning and coordinating budget reviews, analyzing and finalizing cost estimates and proposals for staff and non-staff requirements, ensuring compliance with mandates, and providing guidance to client entities and intergovernmental bodies. Budget Administration: Preparing and revising finance and budget documents, reviewing and monitoring program budgets, financial implications, trust funds, and grants. Managing allotments, authorizing sub-allotments, and monitoring expenditures to ensure they remain within authorized levels. Administering extra-budgetary resources and overseeing budget performance reports. General Duties: Providing advice and training on budgetary and financial policies, staying updated on relevant guidelines, preparing reports for intergovernmental bodies and management, analyzing and recommending changes to budgetary policies, acting as a Certifying Officer, ensuring financial system integrity, representing client entities in meetings, and managing staff performance.
Work Experience
A minimum of 10 years of progressive experience in finance, administration, budget, or business administration is required. Experience in data analytics or a related area is desirable.
