The United Nations Environment Programme (UNEP) is the UN's voice for the environment, promoting sustainable development. The Economic and Fiscal Policy Unit within UNEP's Industry and Economy Division focuses on the intersection of economics, finance, and the environment. This role supports a project aimed at financing Nature-based Solutions (NbS) for green recovery in Colombia and Brazil.
Job Purpose
This consultancy aims to evaluate the UN Development Account-funded project on ‘Financing NbS for Green and Inclusive Recovery.’ The project supports Colombia and Brazil in achieving SDGs, the Paris Climate Agreement, and the Global Biodiversity Framework, while addressing poverty and food security. The evaluation will provide lessons learned for future UNEP programming, specifically contributing to UNEP’s ‘Nature’ and ‘Finance and Economic Transformation’ Programmes. The consultant will assess the project's effectiveness in aligning public finance flows with sustainable development goals, particularly in the context of unsustainable agricultural practices and significant nature finance gaps in the target countries.
Responsibilities
The consultant will be responsible for conducting a comprehensive evaluation of the UNDA project. Key duties include drafting and revising the inception report, conducting a synthesized desk review of relevant documents, and preparing and executing an interview guide for semi-structured interviews. The consultant will also be tasked with preparing and presenting preliminary findings to the project team, and subsequently drafting and finalizing the evaluation report based on stakeholder feedback. Finally, the consultant will disseminate the evaluation report to relevant stakeholders and support any other tasks essential for the successful completion of the evaluation.
Work Experience
A minimum of seven years of technical and evaluation experience is required, preferably including experience with a Theory of Change approach. Technical knowledge in sustainable public finance/fiscal policy, nature-based solutions, and sustainable agriculture is also necessary. Familiarity with the UN system and UNEP's work is an advantage.
