Organizational Context
This position is within the Transport Section of the United Nations Disengagement Observer Force (UNDOF) at Camp Faouar. The role reports directly to the Chief Transport Officer, contributing to the operational support of the mission through effective motor transport management and services.
Job Purpose
The Transport Officer is responsible for managing and overseeing all aspects of surface motor transport support within a designated geographic area of the UNDOF mission. This includes the provision of United Nations Owned Equipment, Member State contributed Equipment, and commercial transportation services. The role involves developing and implementing plans for vehicle acquisition, maintenance, utilization, and disposal, ensuring the fleet is optimized for operational requirements. Additionally, the officer is tasked with managing road safety programs, overseeing driving tests, and ensuring cost-effective resupply operations. The position also involves managing inventory, developing standard operating procedures, supervising staff, and ensuring compliance with UN regulations and policies for efficient and safe transport operations.
Responsibilities
Manage surface motor transport support, including UN-owned, Member State contributed, and commercial vehicles. Develop and implement vehicle establishment, acquisition, maintenance, and recovery plans to optimize fleet operations. Oversee road accident prevention and road safety programs, including driving tests and UN driving permit issuance. Implement cost-effective transport resupply plans and manage outsourcing activities. Ensure inventory control, supervise annual vehicle checks, and develop standard operating procedures for transport operations. Prepare performance reports and respond to audits. Determine technical specifications, review bids, and conduct technical evaluations for goods and services. Oversee contracts and evaluate vendor performance. Ensure quality control and compliance with UN regulations for vehicle usage and data recording. Participate in administrative committees and resolve insurance-related issues. Manage transport unit staffing, work assignments, and staff performance evaluations. Ensure compliance with workplace safety and environmental protection policies. Liaise with external agencies and suppliers. Monitor distribution and conduct physical inventory of non-expendable transport assets. Coordinate Vehicle Establishment Committee meetings and implement vehicle replacement policies. Process vehicle write-off cases and provide technical expertise on Contingent Own Equipment. Ensure vehicle availability for operational needs and manage return of equipment. Process trip tickets and EVMS statistics. Identify routine transportation requirements, analyze requests, and supervise route planning. Establish service timetables and driver rosters. Disseminate transport service information and ensure maximum utilization of resources. Provide shuttle bus and ad-hoc transportation services. Conduct transportation briefings and ensure vehicle maintenance and repair. Monitor mileage, fuel consumption, and driving permit databases. Supervise maintenance and repair of UN-owned vehicles, including diagnostics, quality assurance, and road testing. Analyze technical faults, prepare reports, and supervise vehicle inspections. Manage workshop performance, warranties, and vendor support. Ensure accuracy of EVMS and Fuetlog data. Liaise with manufacturers for warranty claims. Identify spare parts and workshop equipment needs. Participate in budget development and monitoring, preparing financial summaries and reports. Develop and implement training plans for the transport unit.
Work Experience
A minimum of 10 years of progressive experience in motor vehicle transport operations management or a related field is required. This is reduced to 5 years for candidates with a first-level university degree. Experience in international operations within a post-conflict environment is desirable.
