Organizational Context
This position is within the Office of the Secretary (OS) of the International Narcotics Control Board (SINCB), part of the Division for Treaty Affairs (DTA) at the United Nations Office on Drugs and Crime (UNODC) in Vienna. The Administrative Officer reports to the Chief of the Secretariat and supports the administrative functions of the INCB Secretariat, which is an integral part of UNODC.
Job Purpose
The Administrative Officer is responsible for managing and coordinating a range of administrative functions to ensure the efficient operation of the INCB Secretariat. This includes overseeing human resource activities such as recruitment and performance management, ensuring compliance with UN rules. The role also involves managing budgets and finances, including grant administration and financial reporting through systems like SAP/UMOJA. Additionally, the officer supports programme planning, procurement, and general office administration, utilizing data analysis and visualization to inform decision-making and reporting for both internal and external stakeholders.
Responsibilities
Manage human resource activities, including recruitment, placement, promotions, performance appraisals, and training, ensuring adherence to UN rules and procedures. Administer grants, process financial reports using SAP/UMOJA and IPRM, and oversee the preparation and implementation of the work programme to ensure effective resource utilization. Monitor budget execution against the programme plan, producing reports for stakeholders and collaborating with systems units to enhance budget reporting and resource efficiency. Develop and implement financial management controls consistent with UN policies. Provide guidance on financial administration and management information to colleagues and junior staff. Support programme and project planning, oversee procurement processes, vendor contracts, and payments. Review office space requirements and manage office technology needs, including equipment and software. Analyze data to identify trends and provide insights for planning and decision-making.
Work Experience
A minimum of five years of progressive professional experience in administration, finance, accounting, or human resources management is required. Experience with standard office applications, ERP systems, and financial regulations within the UN system or similar organizations is necessary. Experience with data visualization tools and SAP/Umoja is desirable.
