Organizational Context
The Technology Bank for the Least Developed Countries, established by the UN General Assembly, aims to strengthen science, technology, and innovation capacity in LDCs. It promotes national/regional strategies, fosters partnerships, and facilitates technology transfer. This role is within the Project Management Team, reporting to an Economic Affairs Officer.
Job Purpose
The Senior Programme Management Assistant provides comprehensive support for programme and project management throughout their lifecycle. This involves assisting with complex initiatives, researching and analyzing data on science, technology, and innovation, and tracking legislative changes impacting projects. The role ensures compliance with guidelines, facilitates partnerships, manages budgets, and prepares essential documentation. It also supports coordination, monitoring, and implementation activities, including administrative and operational assistance to colleagues, and resolves issues related to project execution, personnel, and finances. The position contributes to the effective delivery of capacity-building projects and overall organizational objectives.
Responsibilities
Provide full programme/project management and implementation assistance across all project phases for complex initiatives. Research, compile, analyze, and present data on programmes, projects, and science, technology, and innovation topics. Track legislative decisions affecting projects and maintain relevant databases. Review project submissions for compliance and objectives, identifying and resolving issues. Facilitate partnerships and financing modalities, ensuring proper monitoring systems are in place. Assist in drafting agreements and budget proposals, and monitor budget performance. Oversee budgetary commitments, prepare revisions, and reconcile accounts. Prepare programme/project-related documents and draft inputs for reports and correspondence. Support coordination and monitoring of implementation activities, providing administrative and operational assistance. Liaise with organizational units, process administrative actions, and resolve project implementation issues, including personnel, payments, and procurement. Arrange project closures, manage final revisions, and distribute reports. Draft agendas, assemble documentation, draft minutes, and monitor follow-up actions. May undertake field work for administrative and operational tasks. Establish and manage databases for project information. Assist with data collection, analysis, presentation, and reporting. Update information materials and resolve emerging issues.
Work Experience
A minimum of ten years of experience in programme/project administration or technical cooperation is required. This is reduced to eight years with a first-level university degree. Experience with an ERP system like Umoja is mandatory. Three years of experience within the UN Common System or a similar international organization is desirable, as is experience supporting international capacity-building programs, working with LDCs, and data analytics.
