Consultancy on Technical Support and Capacity Development on Risk Management for Statistical Work in Palestine according to the Generic Statistical Business Process Model (GSBPM)
Organizational Context
The United Nations Economic and Social Commission for Western Asia (ESCWA) provides technical assistance and capacity development to the Palestinian Central Bureau of Statistics (PCBS). This consultancy role supports PCBS in managing risks for statistical work, aligning with the Generic Statistical Business Process Model (GSBPM) and national strategies.
Job Purpose
This consultancy aims to strengthen the capacity of PCBS staff in identifying, assessing, mitigating, and monitoring risks that impact official statistics production, using the GSBPM as a framework. The role will enable PCBS to develop practical risk management approaches, enhance institutional preparedness, and ensure the quality and reliability of statistics, particularly within the challenging Palestinian context. The support will focus on developing tools, procedures, and action plans aligned with national development strategies and statistical system requirements.
Responsibilities
The consultant will review current risk management practices at PCBS, conduct risk assessments across GSBPM phases, and provide technical guidance and training on risk management concepts and tools. Key duties include assisting PCBS in developing a practical risk management approach, defining roles and responsibilities, and establishing coordination mechanisms. The consultant will also support the creation of practical tools such as risk registers and mitigation plans, and assist in developing a phased action plan for implementation, ensuring alignment with national strategies and including a pilot phase for testing and knowledge transfer.
Work Experience
A minimum of seven years of relevant professional experience in official statistics, statistical systems, risk management, business continuity, or institutional governance is required. Experience working with national statistical offices or public institutions is desirable, as is familiarity with crisis-affected or fragile contexts.
Skills
Excellent analytical, drafting, and communication skills are desirable. Fluency in English is required, with knowledge of Arabic being an advantage. Demonstrated knowledge of the GSBPM and its application in official statistics is essential.
