Organizational Context
The United Nations Secretariat, through the Economic and Social Commission for Western Asia (ESCWA), is seeking a consultant to contribute to an upcoming energy publication. This role supports ESCWA's mandate in the Arab region, focusing on policy development and analysis within the energy sector, specifically concerning digitalization and cross-border cooperation.
Job Purpose
The purpose of this role is to support the drafting of a critical analytical report for ESCWA's energy publication, focusing on "Enabling policies for inclusive, sustainable, and digitalized power grids and enhanced cross-border cooperation in the Arab region." The consultant will analyze opportunities and challenges in power grid digitalization, regional integration, and policy frameworks. The report aims to provide policy recommendations based on best practices, with a specific emphasis on inclusion, resilience, renewable energy integration, rural-urban disparities, and gender equality, tailored for the Arab region and aligned with ESCWA's strategic approach.
Responsibilities
The consultant will compile and assess literature, data, and policy documents on regional electricity interconnections, power-sector digitalization, grid governance, interoperability, cybersecurity, and regulatory frameworks in the Arab region. Responsibilities include examining capacity gaps in utilities and institutions, assessing how digitalization can address energy access and affordability disparities, and integrating gender-responsive perspectives. The consultant will identify and present regional and international success stories and best practices, preparing policy-oriented case studies on digital grid governance, cyber-resilient operations, renewable energy integration, and cross-border cooperation. Ensuring the report is analytical, policy-relevant, and clearly structured according to ESCWA's guidance is paramount.
Work Experience
A minimum of 10 years of relevant work experience in electricity, connectivity, and digitalization, or related fields, is required. This experience should support the analysis and recommendations for the energy sector.
Skills
Excellent analytical, research, writing, and communication skills are required. Proficiency in computer literacy is also necessary. Fluency in English is mandatory for this role.
