National Consultant - Digital Governance for Integrated and Smart Power Grids
Organizational Context
The UN Secretariat, through ESCAP, is implementing a project focused on digital governance for integrated and smart power grids in countries with special needs. This consultancy supports the development and application of country-specific digital governance frameworks to enable effective and inclusive digital transformation of power sectors, addressing challenges like aging infrastructure and fragmented digitalization efforts.
Job Purpose
This consultancy aims to provide nationally grounded technical and analytical support for developing, validating, and applying a country-specific digital governance framework for the power sector. The goal is to facilitate the effective and inclusive digital transformation of integrated and smart grid systems. The role involves mapping existing digitalization efforts, identifying gaps, developing tailored governance frameworks, and supporting capacity-building activities for policymakers, regulators, and utilities. The ultimate objective is to enable the modernization and digitalization of power grids, ensuring investments align with national priorities and promoting responsible technological advancement.
Responsibilities
The consultant will lead national-level mapping and diagnostic assessments of digitalization efforts, regulatory frameworks, and institutional capacities within the power sector. This includes conducting desk reviews of relevant policies and engaging with stakeholders to identify gaps and opportunities. The consultant will draft and refine a country-specific digital governance framework for integrated and smart grid systems, incorporating feedback and ensuring cross-country consistency. Additionally, the role involves preparing national technical inputs for international meetings and supporting the design and delivery of national capacity-building workshops for relevant stakeholders, focusing on practical application of digital governance principles.
Work Experience
A minimum of 6 years of relevant professional experience in the energy sector is required. This should include experience with policy analysis, regulatory frameworks, institutional assessments, or digitalization initiatives. Experience working with government institutions and utilities is essential. Familiarity with smart grids, digital governance, or power sector reform is considered an asset.
