National Consultant for OPD coordination to CRPD implementation
Organizational Context
The Office of the High Commissioner for Human Rights (OHCHR) in Fiji is implementing a project to strengthen disability-inclusive systems and the implementation of the Convention on the Rights of Persons with Disabilities (CRPD). This consultancy role supports national and subnational stakeholders, including government and Organizations of Persons with Disabilities (OPDs), in this endeavor.
Job Purpose
This consultancy aims to enhance the capacity of stakeholders in Fiji to effectively contribute to disability-inclusive systems and the implementation of the CRPD. The role involves designing and delivering training on CRPD monitoring, reporting, and budgeting, supporting OPDs in developing their first shadow report, and creating a CRPD-compliant budget tracker. Additionally, the consultant will build evidence for inclusive policy and service delivery, and facilitate disability inclusion in disaster management planning. The ultimate goal is to ensure that persons with disabilities are effectively included in national development and human rights frameworks.
Responsibilities
The consultant will be responsible for designing and delivering participatory training sessions on CRPD Article 33 monitoring and reporting, shadow reporting, CRPD-compliant budgeting, and inclusive humanitarian/disaster management. Key duties include supporting OPDs in developing and publishing Fiji's first CRPD shadow report, and facilitating the integration of its recommendations into national processes. The consultant will also design and finalize a CRPD-compliant budget tracker/tool for piloting and strengthening OPD capacity. Furthermore, the role involves documenting processes and outcomes to generate evidence for inclusive policy and service delivery, and facilitating OPD engagement in disaster risk management planning and national humanitarian action plans.
Work Experience
A minimum of 3 years of progressive experience (with a Master's) or 5 years (with a Bachelor's) in programme management, human rights, or disability inclusion is required. Essential experience includes working with Organizations of Persons with Disabilities (OPDs) and government stakeholders in Fiji and/or the Pacific region. Capacity building, advocacy, and stakeholder engagement experience are also required.
