Organizational Context
The Investigations Division (ID) within the Office of Internal Oversight Services (OIOS) is the UN Secretariat's internal oversight body. It assists the Secretary-General by providing audit, investigation, inspection, and evaluation services. The ID investigates potential violations of rules, regulations, mismanagement, misconduct, waste of resources, and abuse of authority, ensuring accountability and integrity within the organization.
Job Purpose
The Chief of Section, Investigations is responsible for planning, organizing, managing, and supervising investigations into serious and complex cases of misconduct, malfeasance, fraud, corruption, and other violations within the UN. This role involves leading investigative teams, defining investigation parameters, ensuring timely and effective coordination, and providing policy advice. The Chief ensures investigations are legally sufficient, complete, and produce concise reports with findings and recommendations. They also prepare cases for the UN justice system or national jurisdictions, manage evidentiary material, and oversee administrative functions for the section, contributing to the overall integrity and accountability of the organization.
Responsibilities
The Chief of Section, Investigations plans, organizes, conducts, manages, and supervises investigations into serious and complex cases of misconduct, malfeasance, mismanagement, waste of resources, abuse of authority, fraud, corruption, sexual exploitation and abuse (SEA), and other alleged violations. This includes leading and supervising investigative teams, coordinating activities, and evaluating investigations. The role involves defining investigation parameters, selecting tools and resources, and ensuring timely and effective coordination. The Chief provides policy advice, oversees case intake and prioritization, conducts interviews, analyzes information, and leads efforts to gather and interpret electronic evidence. They review and finalize investigation reports, prepare cases for the UN justice system or national jurisdictions, and liaise with legal offices. Responsibilities also include managing evidentiary material, ensuring compliance with regulations, overseeing administrative and operational functions, analyzing data for trends, and supervising, mentoring, and evaluating staff.
Work Experience
A minimum of ten years of progressive experience in investigations or related fields is required, including significant experience in leading and managing investigative teams, supervising staff, and overseeing complex investigations. Experience managing multiple investigations simultaneously, conducting cross-jurisdictional investigations, and working in complex international environments is also necessary.
