Organizational Context
The Office of the Special Representative of the Secretary-General for Children and Armed Conflict (OSRSG-CAAC) is the UN's leading advocate for children affected by armed conflict. The role sits within this office, contributing to its mandate of protection and well-being for conflict-affected children, and engaging with UN bodies and partners.
Job Purpose
This consultancy aims to strengthen the OSRSG-CAAC's application of a gender lens in its work, ensuring a comprehensive understanding of the experiences of all children affected by armed conflict. The consultant will conduct an inter-sectional analysis of the office's guiding documents, including the Programme Budget and Senior Manager's Compact. The objective is to provide recommendations for integrating gender more effectively into strategic planning, research, data collection, and advocacy, ultimately enhancing the office's ability to report on progress and ensure measurable indicators for gender equality and women's empowerment.
Responsibilities
The primary responsibility is to conduct an inter-sectional analysis of the OSRSG-CAAC's guiding documents, such as the annual Programme Budget and the Senior Manager's Compact. This analysis will focus on identifying how gender is integrated into the office's strategic planning. The consultant will develop recommendations to enhance the systematic application of a gender-sensitive approach across all OSRSG-CAAC activities, including data collection, analysis, research, and advocacy. The role involves contributing to the office's efforts to ensure a comprehensive picture of affected children's experiences and to strengthen the inclusion of measurable indicators for gender equality and women's empowerment in future strategic documents.
Work Experience
A minimum of 7 years of progressive experience in human rights monitoring, reporting, and/or child protection is required. In-depth knowledge and experience with gender and gender-based violence, particularly in contexts implementing the Monitoring and Reporting Mechanism (MRM), are essential. A track record of producing studies and recommendations on Children and Armed Conflict (CAAC) is also required.
Skills
Excellent research, writing, communication, and analytical skills. Knowledge and experience in applying International Humanitarian Law, International Criminal Law, International Refugee Law, and International Human Rights Law related to CAAC. Proven ability to conduct complex research, monitor, and document grave violations against children. Familiarity with the UN system and the CAAC mandate and its MRM.
