Organizational Context
The Office of the High Commissioner for Human Rights (OHCHR) in Honduras seeks to strengthen the capacity of justice operators in investigating and prosecuting grave human rights violations. This initiative aims to identify key challenges and develop proposals for improvement, focusing on issues like enforced disappearances, torture, and extrajudicial executions, with a gender and intersectional approach.
Job Purpose
The purpose of this consultancy is to identify and systematize the main obstacles faced by specialized prosecutors in investigating grave human rights violations, such as torture, enforced disappearances, and extrajudicial executions. The role involves developing training programs for judicial schools, conducting field missions to consult with relevant actors, analyzing legal frameworks, and producing case studies. Ultimately, the consultancy aims to improve access to justice for victims, particularly vulnerable populations, by identifying gaps and proposing solutions to enhance the knowledge and capabilities of justice operators.
Responsibilities
Develop a comprehensive work plan outlining objectives, methodology, timeline, and evaluation criteria. Identify and systematize obstacles in the investigation of grave human rights violations by specialized public prosecutor's offices. Propose training programs for the Prosecutor's and Judicial Schools, grounded in national and international law, incorporating gender, intersectionality, and victim rights. Develop and support the implementation of at least six training modules on human rights law, focusing on international investigation protocols like Minnesota and Istanbul. Conduct monthly territorial missions for consultations with stakeholders, including prosecutors, police, judiciary, civil society, and victims, to analyze access to justice barriers. Analyze legal and institutional frameworks hindering investigations and prosecutions, proposing reforms. Produce at least ten case studies on victims' experiences with the justice system. Compile a report on challenges in investigating and prosecuting grave human rights violations, emphasizing victim experiences and identifying capacity-building needs for justice operators. Participate in other OHCHR activities.
Work Experience
Minimum of 5 years of experience in areas related to human rights, gender, and/or access to justice. Experience and knowledge of international human rights law, particularly in justice-related areas. Experience in professional advisory services on human rights and access to justice. Experience in conducting research and analysis reports on human rights situations. Experience working with international and regional human rights instruments and mechanisms. Experience working with the justice sector on criminal investigation and prosecution in coordination with civil society is desirable.
