Organizational Context
This position is within the United Nations Travel Documents Programme (UNTDP) of the Travel and Transportation Section, under the Department of Operational Support (DOS). DOS provides global operational support to UN Secretariat entities. The Travel and Transportation Section manages travel services at UN Headquarters, including the issuance of UN travel documents. The role focuses on leading programme activities within UNTDP.
Job Purpose
The Travel Documents Programme Officer is responsible for leading the implementation, monitoring, and evaluation of programmes, operations, and activities within the UNTDP. This involves managing the technical aspects of the global programme, ensuring alignment with legal instruments, international standards, and best practices for travel documents. The role requires acting as a subject matter expert, providing data, risk analysis, and advice to senior management. It also involves staying abreast of industry developments, leading technological enhancements, coordinating policy development, and representing the UN in international technical groups. The officer will conduct outreach, training, and missions, and manage budget-related activities, utilizing data visualization for planning and reporting.
Responsibilities
Manage the global United Nations Travel Documents Programme (UNTDP), ensuring systems, policies, and procedures meet international standards and legal requirements. Develop, implement, and evaluate programme effectiveness, monitoring progress and identifying issues for corrective action. Serve as a subject matter expert, providing data, risk analysis, and advice on travel document matters to senior management. Stay current with industry developments and lead the adoption of new technologies. Conduct consulting assignments and facilitate workshops with partners. Coordinate policy development, research, and analysis of trends. Design data collection tools, analyze responses, and develop programme enhancements to mitigate risks. Prepare written outputs such as reports and studies. Represent the UN in international technical groups related to travel documents and liaise with external agencies. Initiate outreach activities, conduct training, and deliver presentations. Lead and participate in missions, providing guidance and drafting summaries. Coordinate budget funding activities and prepare related financial documents. Collect and analyze data, using visualization methods to support planning and decision-making.
Work Experience
A minimum of seven years of progressive experience in programme/project management or administration is required. Additionally, at least three years of experience specifically in the issuance, administration, or management of travel documents is necessary. Experience with planning, developing, implementing, or maintaining large-scale information systems is desirable.
