ENGINEERING TECHNICIAN (ASSISTANT ASSET MANAGER)
Organizational Context
This temporary Engineering Technician position is within the United Nations Support Office in Haiti (UNSOH) in Port-au-Prince. UNSOH supports the Gang Suppression Force, UN Integrated Office, Haitian National Police, and Armed Forces, and provides technical assistance to the OAS. The role is in the Engineering and Facilities Management Section, reporting to the Chief of Engineering Section, and focuses on engineering asset management and property accountability.
Job Purpose
The Engineering Technician (Assistant Asset Manager) is responsible for planning, scheduling, and supervising engineering asset management activities throughout their lifecycle, including receipt, inspection, registration, tagging, assignment, transfer, physical verification, maintenance, write-off, and disposal. This role involves assessing the condition of engineering equipment, buildings, and infrastructure, drafting technical reports, and determining necessary actions for maintenance, repair, or disposal. The position also coordinates the technical acceptance of assets, supervises their registration and handover, and oversees installation, servicing, and maintenance in compliance with safety standards. Furthermore, the role involves managing junior staff and contractors, conducting physical verifications and inventory reconciliations, and ensuring adherence to safety programs. The incumbent will also assist in budget preparations, technical evaluations of bids, and maintaining accurate asset lifecycle records in Umoja.
Responsibilities
The Engineering Technician is responsible for planning and assessing engineering asset management, including supervising activities such as receipt, inspection, registration, tagging, assignment, transfer, physical verification, maintenance, write-off, and disposal. This includes assessing the condition of equipment, buildings, and infrastructure, drafting technical reports, and issuing work orders. The role involves investigating asset discrepancies and developing corrective actions. In operations, the technician coordinates the technical acceptance of assets, supervises their registration, tagging, assignment, transfer, and handover, and oversees installation, servicing, maintenance, and repair according to safety standards. They also supervise junior staff and contractors, conduct physical verifications and inventory reconciliations, and ensure adherence to safety programs. Administratively, the role involves identifying resource requirements, assisting in technical evaluations of bids, coordinating the receipt, storage, issuance, transfer, and handover of equipment and supplies, interpreting technical drawings, and supervising the maintenance of accurate asset lifecycle records in Umoja. The technician also reviews work orders, assigns tasks, prepares documentation for disposal processes, and follows up on warranties and asset disposition.
Work Experience
A minimum of eight years of relevant experience in engineering, logistics, inventory control, or asset and property management is required. Experience in engineering asset lifecycle management, including all stages from receipt to disposal, is essential. Proficiency in using Umoja or a similar ERP system for asset record maintenance and supporting disposal/audit processes is also required. Experience providing engineering services within a UN field operation or comparable international organization is desirable.
