Organizational Context
The United Nations Environment Programme (UNEP), within its Industry and Economy Division, focuses on transitioning national economies towards sustainability. The Economic and Fiscal Policy Unit (EFPU) supports this by providing research, capacity building, and advisory services for inclusive green economies. This role is part of the Net Zero Nature Positive Accelerator Integrated Programme, contributing to global guidance and country-level policy advice.
Job Purpose
This consultant role supports the implementation of the Net Zero Nature Positive Accelerator (NZNPA) Global Platform and the Financing Agrochemical Reduction and Management (FARM) programme. The primary purpose is to provide technical expertise in fiscal policy and public finance to advance knowledge uptake and strengthen capacity among stakeholders. The role will contribute to developing global guidance on planning, financing, and reporting, and support country-level policy advice, ensuring alignment between global strategies and national objectives for climate, nature, and pollution reduction. The position aims to operationalize synergies between these key UNEP initiatives.
Responsibilities
Provide technical inputs on fiscal policy and public finance to support the NZNPA Global Platform and the FARM programme. Conduct research and develop tailored engagement materials, including reports and guidance documents. Offer technical assistance to country projects by revising documents and participating in project calls. Facilitate consultations, trainings, and capacity-building workshops on fiscal policy, public finance, blended finance, and harmful subsidies. Develop agendas, concept notes, and summary reports for events. Provide logistical support for event planning and implementation, including online and in-person meetings. Ensure alignment between global guidance and country-level implementation, and enhance cross-programme learning.
Work Experience
A minimum of five years of experience in green fiscal policy and public finance at national, regional, or international levels is required. Experience with climate change, agrochemical subsidies, and nature-related topics is necessary. Experience engaging with governments, particularly Ministries of Finance, is strongly desired.
