Organizational Context
This temporary Engineer P3 position is within the UN Support Office in Haiti (UNSOH), mandated to support various Haitian entities and UN operations. The role is based in Port-au-Prince within the Engineering and Facilities Management Section, reporting to the Chief of Engineering. It requires expertise in engineering management, physical security, and administrative processes for UN field deployments, balancing rapid and legacy infrastructure needs.
Job Purpose
The Engineer P3 applies professional engineering knowledge to support UNSOH's mandate, which includes providing assistance to the Gang Suppression Force, UN Integrated Office in Haiti, Haitian National Police, and Haitian Armed Forces. The role involves designing, constructing, and repairing various infrastructure, including buildings, roads, and security systems. It also encompasses managing UN engineering records, requisitioning, asset management, and conducting technical evaluations for engineering and physical security projects. The Engineer will develop and review physical security solutions, liaise with stakeholders, produce cost estimates, and analyze project proposals for technical feasibility and resource alignment, ensuring project objectives are met within prescribed resources.
Responsibilities
The Engineer will apply engineering calculations and practices to design, construct, and repair diverse infrastructure such as buildings, roads, airfields, and water treatment facilities. Responsibilities include implementing and managing UN engineering records (e.g., Umoja Real Estate accounting), handling solicitations, and managing UN assets and property. The role involves technical evaluations for engineering and physical security works, planning and designing infrastructure projects, and developing physical security engineering solutions in coordination with security stakeholders. Collaboration with other engineers and specialists is key for problem-solving. The Engineer will also produce cost data and estimates for current and planned missions and analyze project proposals for technical feasibility and resource attainability.
Work Experience
A minimum of five years of progressive experience in managing civil engineering works, particularly in human habitation, is required. Experience in managing multidisciplinary engineering projects, planning/design/implementation of physical security solutions, and managing engineering administrative functions (budgeting, requisitioning, records management) within UN frameworks is essential. Experience with blast mitigation, ballistic protection, and facility hardening is also required.
