The United Nations Office of Counter-Terrorism (UNOCT) was established in June 2017 to provide leadership on counter-terrorism mandates, enhance coordination among 46 entities, strengthen capacity-building assistance to Member States, improve visibility and resource mobilization, and ensure counter-terrorism is prioritized. The CT Travel Programme, a UNOCT initiative, supports Member States in detecting and countering terrorist travel using API/PNR data, responding to Security Council resolutions addressing the threat of Foreign Terrorist Fighters.
Job Purpose
This Programme Officer position within the Countering Terrorist Travel Section (CTTS) of UNOCT in Budapest, Hungary, is crucial for supporting the implementation, monitoring, and evaluation of the UN Countering Terrorist Travel (CT Travel) Programme. The role involves coordinating technical assistance to Member States, particularly in the Middle East and North Africa region, and facilitating collaboration with internal and external project partners. The officer will develop, implement, and evaluate projects, analyze programme development, identify and address issues, and ensure follow-up actions. This includes conducting research, analyzing diverse information sources, and preparing reports. The position contributes to strengthening Member States' capacity to counter terrorist travel, aligning with Security Council mandates and enhancing global border security through the effective use of passenger data.
Responsibilities
The Programme Officer will coordinate the delivery of technical assistance for the CT Travel Programme to Member States, especially in the Middle East and North Africa, liaising with project partners. Key duties include developing, implementing, and evaluating assigned programmes and projects, monitoring their progress, and addressing any identified problems. The role involves conducting research and analysis of diverse information sources, coordinating policy development, and preparing written outputs such as background papers and reports. The officer will also provide substantive support for meetings and conferences, initiate outreach activities, and conduct training workshops on API/PNR. Participation in complex field missions, guidance to consultants and officials, and coordination of budget-related activities are also required. Additionally, the role involves collecting and analyzing data to identify trends and provide insights for data-driven planning and decision-making.
Work Experience
A minimum of seven years of progressively responsible experience in project or programme management is required. Experience in developing, planning, monitoring, and reporting on capacity-building and technical assistance programmes related to counter-terrorism, law enforcement, and crime prevention is essential. Two years of experience in data analytics and experience with passenger data (API/PNR) in law enforcement are desirable, as is experience in inter-governmental engagement on counter-terrorism and border security initiatives.
