Organizational Context
The Security Coordination Officer is based in the OHCHR Aden Country Office in Yemen. This role reports to the OHCHR Country Representative for Yemen and the Senior Security Manager in Geneva, with functional security responsibility resting with the Head of the Country Office. The position supports OHCHR operations within the UN Security Management System.
Job Purpose
The Security Coordination Officer is responsible for monitoring the security situation in Yemen and advising the Head of the Country Office on all security-related matters. This includes developing tactics and procedures aligned with the UN Security Management System to ensure the safe conduct of OHCHR operations. The role involves risk management, including assessing and mitigating threats, developing security plans, and supporting organizational resilience. The officer may accompany staff on field missions, evaluate evacuation routes, and ensure the functionality of emergency communication systems. A key aspect is fostering collaboration with various stakeholders to enable the delivery of mandates and programmes while maintaining a secure environment.
Responsibilities
Monitor and analyze the security situation in Yemen, assessing its impact on OHCHR operations. Advise the Head of the Country Office on security matters, developing and implementing UN Security Management System procedures. Conduct risk management, including threat analysis, developing security plans, and recommending mitigation measures. Investigate security incidents and prepare reports. Support organizational resilience, contingency planning, and crisis decision-making, including evacuation plans. Ensure the functionality of security communication systems and conduct physical security inspections of facilities. Provide security training and awareness to personnel. Collaborate with UN entities, host government representatives, and other stakeholders to ensure effective security support and information sharing. Mainstream gender, diversity, and inclusion into security approaches. Collect and analyze data for informed decision-making and reporting.
Work Experience
A minimum of five years of progressive experience in security management, risk assessment, or emergency preparedness is required. Experience in planning and implementing risk mitigation measures is desirable. Three years of field operations experience is desirable, as is experience in human rights, international humanitarian law, or working with the UN Security Management System.
