Organizational Context
The UN Secretariat, through UN-Habitat, is implementing a project in Tumaco, Colombia, focused on sustainable income generation for displaced and host populations. This role supports the territorial and habitat dimension, specifically advising the local government on Habitat Management Plans and strengthening local capacities for circular economy initiatives.
Job Purpose
The GIS Specialist will design, build, and maintain the project's geographic information system and geodatabase for three prioritized neighborhoods in Tumaco. This involves consolidating various spatial data layers to support the formulation of the Habitat Management Plan (PGH). The role will produce essential cartography for territorial studies and diagnoses, georeference field data, and conduct spatial analyses to inform decisions on waste management, circular economy initiatives, and the co-design of pilot urban solutions. The specialist will also digitize community mapping outputs and ensure the quality and alignment of geographic information with official standards, contributing to the PGH adoption and project deliverables.
Responsibilities
Key responsibilities include designing, building, and maintaining the project's GIS and geodatabase, consolidating cartographic, social, demographic, environmental, urban, and public-service layers for the Habitat Management Plan (PGH). The role involves producing base and thematic cartography for territorial studies and diagnoses, including land use, public space, risks, infrastructure, and utilities. Georeferencing and mapping critical points and field data, and performing spatial analyses for waste management and urban solutions are crucial. Digitizing community participatory mapping outputs and ensuring geographic information aligns with official sources and quality standards are also key duties. The specialist will support field data collection, provide GIS support for participatory workshops and co-design sessions, and attend technical meetings. Additionally, the role includes strengthening local government and community GIS capacities and providing inputs for project reports and risk mitigation.
Work Experience
Requires a minimum of three years of professional experience in Geographic Information Systems management and cartography production, including experience with GIS software (e.g., QGIS, ArcGIS) and spatial databases. Experience in territorial diagnostics, land-use planning, and producing thematic cartography for urban planning is also required. Desirable experience includes working with local governments, communities, in conflict-affected territories, or with the UN system.
Skills
Proficiency in Geographic Information Systems (GIS) management and cartography production. Experience with GIS software (QGIS, ArcGIS) and spatial databases. Skills in territorial diagnostics, land-use planning, and thematic cartography production. Ability to conduct spatial analyses and georeference data.
