The United Nations Human Settlements Programme (UN-Habitat) is implementing the "CONEXIÓN PAZÍFICO SOSTENIBLE" project in Tumaco, Colombia. This project aims to generate sustainable income for displaced and host populations, focusing on women and youth, through the circular and popular economy. UN-Habitat leads the territorial and habitat dimension, providing technical advice for Habitat Management Plans and strengthening local capacities.
Job Purpose
This consultancy role provides specialized technical advice to the local government of Tumaco on urban and territorial regulations for formulating and implementing a Habitat Management Plan (PGH). The purpose is to analyze existing planning instruments, identify regulatory gaps, and ensure the feasibility of pilot urban solutions. The role involves developing normative content emphasizing the circular economy and sustainable development, supporting the PGH adoption process, and facilitating participatory workshops. The ultimate goal is to contribute to durable solutions and inclusive territorial peace by aligning urban planning with economic and social development objectives.
Responsibilities
Provide expert technical advice to the local government of Tumaco on urban and territorial regulations for the Habitat Management Plan (PGH), adhering to Decree 1470 and CONPES 4180. Analyze and assess current territorial planning instruments, identifying gaps and opportunities. Review land tenure and land-use classifications, proposing legal solutions for formalization. Evaluate the regulatory feasibility of pilot urban solutions, ensuring compliance and articulation with the circular economy. Develop normative and territorial planning content focused on productive systems and sustainable development. Ensure project proposals align with national/local regulations and UN-Habitat guidelines. Support the validation of PGH components and project deliverables. Accompany the PGH adoption process, providing legal and regulatory support. Facilitate participatory workshops and co-design sessions, offering clear regulatory guidance. Attend technical meetings and strengthen local capacities on urban regulations and territorial planning.
Work Experience
A minimum of three years of professional experience is required in applying urban and territorial regulations or formulating land-use and territorial-planning instruments. Experience working with local governments, communities, in conflict-affected territories, or with the UN system is desirable. Familiarity with the Habitat Management Plan (PGH), Decree 1470, and CONPES 4180 is also desirable.
