Organizational Context
The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development globally. This role supports a project in Bolivia focused on improving solid waste management through the integration of recycler and waste collector associations into national systems. The consultant will work within the UN-Habitat Andean Countries Hub.
Job Purpose
This consulting role is crucial for enhancing solid waste management in Bolivia by developing and implementing a National Strategy to strengthen and integrate recycler and waste collector associations. The purpose is to foster their participation in circular economy systems, improve their organizational and financial sustainability, and ensure their social inclusion. The consultant will lead the formulation of this strategy, coordinate with various stakeholders, and support capacity-building initiatives, ultimately contributing to more efficient and sustainable urban development practices in line with the New Urban Agenda.
Responsibilities
Lead the formulation of a National Strategy for strengthening and integrating recycler and waste collector associations into solid waste management and circular economy systems in Bolivia. Coordinate and technically lead the development of methodologies, organizational analyses, and implementation recommendations. Formulate organizational strengthening components, including associative development, governance, financial sustainability, and capacity building. Support pilot strengthening processes with recycler associations, developing tools and providing technical assistance. Coordinate capacity-building workshops and participatory follow-up processes. Lead the development and implementation of monitoring tools to assess progress and identify gaps. Compile and structure strategy documents, reports, and recommendations. Provide technical support to other UN-Habitat initiatives in the Andean region.
Work Experience
A minimum of four years of professional experience in organizational development, institutional strengthening, or capacity-building with grassroots organizations is required. Experience in formulating or implementing strategies related to social inclusion, recycling, or solid waste management is desirable. Experience facilitating participatory processes and working with recycler associations or in Latin America is also preferred.
