The Economic Commission for Latin America and the Caribbean (ECLAC), part of the UN Secretariat, is undertaking a project focused on regional integration and green productive development. This consultancy will contribute to a volume on subnational productive development policies in Mexico and support ECLAC's International Trade and Productive Development Unit.
Job Purpose
This consultancy aims to produce a comprehensive analysis of productive development policies in the state of Querétaro, Mexico. The findings will inform a broader publication on subnational policies within Mexico and contribute to ECLAC's project on green productive development, fostering a more productive, inclusive, and sustainable future for Latin America. The role supports the strategic objective of enhancing subnational productive structures to build competitive economies resilient to global economic fluctuations and climate change.
Responsibilities
The consultant will conduct an in-depth review of relevant documentation and develop a research protocol. Key tasks include characterizing Querétaro's economic, social, and demographic landscape, analyzing its productive structure, and examining historical productive development policies (1970-2026). This involves identifying policy objectives, instruments, institutional arrangements, financing, and evaluation mechanisms. The consultant will assess the impact of these policies on exports, technology adoption, employment, and environmental sustainability, identifying best practices and lessons learned. The role also includes participating in follow-up meetings and incorporating supervisor feedback.
Work Experience
A minimum of 5 years of experience is required in areas such as public policy, industrial policy, economic development, or value chains. Experience with subnational productive development policies is particularly relevant.

Analytical skills, in-depth knowledge of productive development policies, research methodology, policy analysis, impact assessment, communication, and timely delivery of high-quality work.
