Organizational Context
The Economic Commission for Latin America and the Caribbean (ECLAC), part of the UN Secretariat, is undertaking a consultancy to analyze productive development policies in Oaxaca, Mexico. This analysis will contribute to a volume on subnational productive development policies in Mexico and support the project 'Regional Integration and Green Productive Development'. The role is home-based.
Job Purpose
This consultancy aims to produce a comprehensive analysis of Oaxaca's productive development policies, serving as a key input for a broader publication on subnational policies in Mexico. The findings will also support the ECLAC project 'Regional Integration and Green Productive Development,' focusing on creating a more productive, inclusive, and sustainable future for Latin America. The role contributes to generating valuable knowledge for ECLAC's International Trade and Productive Development Unit in Mexico, addressing the region's development challenges and promoting sustainable, territorial-based strategies.
Responsibilities
The consultant will conduct an in-depth review of relevant documentation, including ECLAC's framework on subnational productive development policies. Key activities include developing a research protocol, characterizing Oaxaca's economic, social, and demographic landscape, and analyzing its productive structure. A detailed examination of state capacities and implemented productive development policies across different periods (1970-1990, 1991-2010, 2011-2026) is required, focusing on objectives, instruments, governance, and financing. The consultant will identify policies with significant impact on exports, technology adoption, employment, and environmental sustainability, systematizing findings, lessons learned, and policy recommendations based on a nine-phase policy lifecycle model. Participation in follow-up meetings and incorporating supervisor feedback are also required.
Work Experience
A minimum of 5 years of experience is required in areas such as public policy, industrial policy, economic development, or value chains. Experience with subnational productive development policies is particularly relevant.
Skills
Analysis of productive development policies, research methodology, economic and social characterization, policy impact assessment, knowledge of public policy frameworks, and strong communication skills.
