Organizational Context
The Economic Commission for Latin America and the Caribbean (ECLAC), part of the UN Secretariat, is undertaking a project focused on regional integration and green productive development. This consultancy will contribute to a volume on subnational productive development policies in Mexico and support ECLAC's work on a more productive, inclusive, and sustainable future for Latin America.
Job Purpose
This consultancy aims to produce a comprehensive analysis of productive development policies in the state of Jalisco, Mexico. The resulting study will serve as a key input for a broader publication on subnational productive development policies across Mexico. It will contribute valuable knowledge to ECLAC's project on regional integration and green productive development, supporting the goal of fostering a more productive, inclusive, and sustainable future for Latin America. The analysis will inform strategies for enhancing productivity, strengthening national value chains, and promoting sustainable and innovative territorial development.
Responsibilities
The consultant will conduct an in-depth review of ECLAC documentation on productive development policies, focusing on subnational strategies. This includes developing a research protocol and an index for the study. A comprehensive characterization of Jalisco will be performed, analyzing its economic, social, and demographic variables, as well as its productive structure and recent transformations. The consultant will analyze state capacities and implemented productive development policies from 1970 to the present, identifying their objectives, instruments, and governance. The impact of these policies on key indicators like exports, technology adoption, employment, and environmental sustainability will be assessed. Finally, the consultant will systematize findings, lessons learned, and policy recommendations based on a lifecycle approach to policy development.
Work Experience
A minimum of 5 years of experience is required in areas such as public policy, industrial policy, economic development, or value chains. Experience with subnational productive development policies is particularly relevant.

Comprehensive analysis of productive development policies; research protocol development; economic and social analysis; policy evaluation; understanding of industrial policy and value chains; strong written and verbal communication skills in Spanish.
