Organizational Context
The Economic Commission for Latin America and the Caribbean (ECLAC) is undertaking a project focused on regional integration and green productive development. This consultancy will contribute to a volume on subnational productive development policies in Mexico and support the ECLAC Mexico Unit's work plan, aiming for a more productive, inclusive, and sustainable future in Latin America.
Job Purpose
This consultancy aims to produce a comprehensive analysis of productive development policies in the state of Chihuahua, Mexico. The resulting study will serve as a key input for a broader publication on subnational productive development policies across Mexico. It will contribute valuable knowledge to the project "Regional Integration and Green Productive Development: Towards a More Productive, Inclusive, and Sustainable Future in Latin America." The role supports ECLAC's objective of understanding and promoting strategies to overcome development challenges, enhance productivity, and foster sustainable and inclusive growth within the region, particularly by analyzing territorial-based productive development initiatives.
Responsibilities
The consultant will conduct an in-depth analysis of productive development policies in Chihuahua, Mexico. This includes reviewing relevant documentation, developing a research protocol, and characterizing the state's economic, social, and demographic variables. A detailed examination of Chihuahua's productive structure and implemented policies across different historical periods (1970-2026) is required, identifying their objectives, instruments, governance, and impact on key indicators like exports, technology adoption, employment, and environmental sustainability. The consultant will systematize findings, lessons learned, and policy recommendations based on a lifecycle approach to policy development and evaluation, and will participate in follow-up meetings.
Work Experience
A minimum of 5 years of experience is required in areas such as public policy, industrial policy, economic development, or value chains. Experience specifically with subnational productive development policies is beneficial.
Skills
Analysis of productive development policies, research methodology, economic and social variable analysis, understanding of industrial policy instruments and governance, knowledge of value chains, and proficiency in Spanish.
