Job Purpose
This consultancy aims to produce a comprehensive analysis of productive development policies in Baja California, Mexico. The findings will inform a volume on subnational productive development policies in Mexico and contribute to the project "Regional Integration and Green Productive Development: Towards a More Productive, Inclusive, and Sustainable Future in Latin America." The analysis will help identify effective strategies for enhancing productivity, strengthening national value chains, and promoting sustainable and inclusive economic growth at the subnational level, addressing structural heterogeneity and leveraging opportunities like nearshoring.
Responsibilities
The consultant will conduct an in-depth analysis of productive development policies in Baja California. This includes reviewing relevant documentation, developing a research protocol, and characterizing the state's economic, social, and productive structure. A detailed examination of state capacities and implemented policies across different periods (1970-2026) is required, identifying their impact on exports, technology adoption, employment, and environmental sustainability. The consultant will systematize findings, lessons learned, and policy recommendations based on a defined policy lifecycle framework. Participation in follow-up meetings and incorporating supervisor feedback are also key duties.
Work Experience
A minimum of 5 years of experience is required in areas such as public policy, industrial policy, economic development, or value chains. Experience with subnational productive development policies is particularly relevant.
